加入WTO后我国民族自治地方发展边境贸易的政策及其机制探析

边境贸易长期以来一直是民族自治地方经济发展的主要推动力之一。然而,我国民族自治地方的边境贸易总量规模小、出口商品档次低、与有关周边国家的边境贸易不平衡、贸易政策不对等。民族自治地方边境贸易发展还存在一些深层次的制约因素。目前,我国边境贸易政策与WTO有关协议存在一些不一致的地方。今后,加快发展我国民族自治地方的边境贸易,应该从边境地区实际情况出发,按照WTO规则和鼓励我国民族自治地方经济发展的要求,调整和完善现行民族自治地方边境贸易的政策与管理,进一步提高边境贸易的档次,规范贸易行为,以促进边境贸易的健康发展。     

论村民自治制度的完善与民主政治的发展

村民自治是我国农民的伟大政治创造,它有力地推动了中国基层民主政治发展和民主化进程。从《村民委员会组织法》的实施来看,村民自治制度还存在诸多需要迫切解决的问题。正确处理村党支部和村委会的关系,建立有效完善的冲突解决机制和监督保障机制,消除宗族势力、家族利益对村民自治的负面影响,解决好村民自治与乡镇政权的衔接等问题,将积极促进村民自治制度和民主政治的健康发展。     

嘉兴农村社会阶层分化对基层民主政治建设的影响

改革开放以来，嘉兴农村社会阶层发生很大的变化，出现了许多新的阶层。这对促进农村政治民主化的发展、完善目前正在实施的村民自治制度具有重要的作用。但应当看到目前嘉兴农村基层民主建设尚存在一些问题，这些问题的存在与农村阶层分化不到位，以及群体性和组织性不强有着直接的关系。正确认识农村社会结构变化的规律，不断增强它的群体性和组织程度，对促进农村政治发展的民主化具有重要意义。     

Management and Accounting Developments in Executive Agencies

The executive agency programme has moved ahead rapidly since its introduction in 1988 and by 1996 over 70% of all civil servants were working under executive agency conditions. This has resulted in a major change in the structure of the civil service and in the management of the activities of central government. The question that then emerges concerns the benefits, if any, that these changes have brought about. This paper reports the results of a survey of a sample of senior managers in executive agencies. The survey attempted to ascertain the extent to which agencification was felt to have led to increases in autonomy and freedom to manage and also to obtain the views of managers on a range of issues including changes in operational effectiveness and quality of service delivery. These, after all, are some of the key measures of the success or otherwise of the agencification programme. The survey also examined changes in specific management accounting practices and a broad overview of the findings is provided in the paper. In general, it seems that the senior managers of executive agencies do feel that agencification has achieved many of the benefits hoped for and that is has brought about changes and improvements in management and management accounting practices.     

How does distributive justice affect work attitudes? The moderating effects of autonomy

Organizational justice has been a frequently used lens for understanding employee attitudes, particularly towards the fair distribution of rewards. This study of 184 New Zealand employees found distributive justice relating to pay, benefits, and rewards to be significantly linked to job satisfaction and turnover intentions. Further, job autonomy was found to significantly interact with these relationships. While employees with high job autonomy reported higher job satisfaction and lower turnover intentions when distributive justice was high, employees with little job autonomy registered significantly larger changes in work attitudes. The findings highlight the importance of felt independence and autonomy over work in the role that justice perceptions play in organizations.     

Team autonomy,organizational commitment and company performance – a study in the retail trade

The study focuses on the relationship between perceived team autonomy and company performance through highlighting organizational commitment as a mediating factor in this relationship. Data collected in 2007 came from 25 small-sized companies in the retail trade, covering both the employer and employee levels (n = 369). This study aims to shed light on the following questions: first, is team autonomy associated with organizational commitment and company performance? Second, does commitment mediate the relationship between team autonomy and company performance? Results indicated that team autonomy was both directly and indirectly positively associated with company performance. Furthermore, organizational commitment partially mediated the relationship between team autonomy and company performance. Theoretical and practical implications of these findings are discussed.

省直管县后县级财政自主权扩大了吗？——对河南第1批5个试点县市的考察与启示

实行省直管县财政体制是地方政府间财政关系的重大调整,扩大县级财政自主权的效果取决于地方政府之间事权和财权的划分。河南省直管县体制运行效果并不理想,第1批5个试点县市的财政自给能力和人均财政收入占全省县级人均财政收入之比仍然是强者愈强、弱者愈弱,这与河南省市县财政体制转换过程中实行的“保存量、调增量”这一维护市县既得利益的改革策略有关。扩大县级财政自主权,应比照省市财政关系重新界定省级财政与县级财政的收支范围,并建立省对县的激励性转移支付制度。
